About The 4th Utility
The 4th Utility takes its name from the idea that broadband now sits alongside water, gas and electricity as an essential service. It builds and runs its own full fibre network, which ISPreview describes as built for blocks of flats, and it advertises symmetric speeds of up to 2.3Gbps, so uploads are as fast as downloads.
The holding company was formed in 2017 and is registered in London, while the website lists an address in Altrincham, Cheshire. The group is backed by the investor CVC DIF. Its sister brand Rise Fibre, which also sells over other networks, took on a large group of TalkTalk customers in August 2026.
It says contracts run from 30-day rolling to 24 months, and it offers a social tariff. Availability goes by postcode, so check your building before you order.
