Small Business Broadband Continuity: A Failover Plan That Actually Works

A small business in 2026 runs on one wire. The till, the phones, the bookings, the accounts and the camera over the door all reach the outside world through the same broadband line, and when it fails they fail together. What most owners do not know is how little the line's own contract promises when that happens. This guide sets out what you are actually entitled to, what breaks first, which providers build a backup in and on what terms, and a monthly test that turns a backup you hope works into one you know works.

The short version

  • Most business broadband targets a repair in about two working days. That is the default care level, and it is a target, not a guarantee.
  • You cannot buy a faster care level on the day. Upgrades take effect 24 hours after you ask.
  • Automatic compensation is residential only. Ofcom's own page says so.
  • Failover means automatic, powered and tested. A dongle in a drawer is none of those.
  • Test it monthly. Unplug the line, take a card payment, make a call, plug it back in. Twenty minutes.

What actually happens to a small business when the line goes down?

Direct answer: everything that used to be separate fails at once. A shop that could once take cash on a dead phone line now has a card terminal, a till, a phone system and a bookings diary that all reach the world through one broadband connection, and UK Finance's figures explain why that matters: in 2025 debit cards accounted for more than half of all UK payments and cash for 8 per cent.

The move to a single wire happened gradually and mostly by accident. Card terminals moved from dial-up to Wi-Fi. Phone systems moved to VoIP, and with the analogue network closing in January 2027 the rest are following. Bookings, orders, accounts and stock moved to the cloud. The camera above the till and the alarm panel in the back office signal over IP. Each move made sense on its own. Together they mean that a fault on one line is a fault in the whole business, and that the question is no longer whether the broadband will be back in a couple of days but whether the business can trade until it is.

What are you actually promised when it does?

Direct answer: less than most owners assume. Business broadband on the Openreach network is sold with a care level that sets a repair target, and the default for most packages is Standard Care, which operates in working hours and targets a fix in roughly two working days. These are targets, not guarantees with service credits. A guaranteed fix time is a leased line feature, and it is priced accordingly.

The care levels are Openreach's, chosen and paid for by your provider, and the providers that resell them publish the targets. Standard Care handles faults in Openreach working hours and does not schedule out-of-hours visits; resellers describe the target as around 40 clock hours or two working days. Enhanced Care operates 24 hours a day including bank holidays, with a response within three to four hours and a fix target of 20 hours. Critical Care targets a fix within about seven hours, around the clock, provided you can give the engineer access. Every target excludes what the industry calls parked time, which is time waiting on you.

Two things follow, and both are the reason this page exists. First, most small businesses are on Standard Care and do not know it, because the provider chose it. Ask. Second, you cannot fix that on the day. Providers publish a 24 hour lead time for a care level change, so an upgrade requested when the line fails takes effect tomorrow. Some providers offer a one-off paid expedite at the moment you log the fault, charged only if the repair meets the faster target; ask for it then, because it cannot be added later.

Does automatic compensation cover a business?

Direct answer: no. Ofcom's guidance states that the automatic compensation scheme covers all residential fixed broadband and landline products. A business line is outside it, whatever the provider's residential customers receive for the same fault.

This surprises people, because the scheme is well known and the daily rate is easy to remember. Our rates guide sets out the current figures and says the same thing in two words: residential only. What Ofcom did do for small businesses, when it created the scheme in 2017, was add a General Condition requiring providers to publish clear information about the compensation available to small and micro-business customers. So your provider has to tell you what its business terms provide. Ask, and read the answer carefully, because for most business broadband it is a discretionary credit rather than a daily payment.

Two other protections are worth knowing precisely. The Business Broadband Speeds Code, which gives a minimum guaranteed speed and a right to exit, has three signatories, BT, TalkTalk and Virgin Media, so a business line from anyone else has no equivalent. And if ten or fewer people work in your business, the Communications Act 2003 treats you as a small business customer, which gives you the same access as a household to the provider's alternative dispute resolution scheme, free of charge, once six weeks have passed without resolution or the provider issues a deadlock letter. That is the route if a fault is handled badly. It is not a route that gets the line fixed faster.

What breaks first, and what keeps working?

Direct answer: anything that talks to the outside world through the router fails immediately, anything with its own mobile connection carries on, and anything that stores data locally survives until it needs to sync. Walk the premises once with that in mind and you have your risk list.

The last two rows are where plans most often fail in practice. A backup connection that runs over a mobile network usually sits behind carrier grade NAT and hands you a different public address, so anything that depended on the fixed line's static IP, from a camera recorder you view from home to an IP allow-list at a supplier, may not work over the backup even though the backup is up. What does a failover that actually works look like?

Direct answer: it has four properties, and most small business backups have one or two of them. It switches by itself. It uses a different physical path. It has power when the mains does not. And it has been tested since the last time anything changed.

Failover
  • Automatic. The router detects the loss and switches within a minute or two, with nobody touching anything.
  • A different path. Mobile rather than fixed, ideally on a different network from anything else you rely on.
  • Powered. The router and the backup device sit on a small uninterruptible power supply.
  • Tested. Monthly, with the results written down.
Not failover
  • A 4G dongle in a drawer that someone has to find, plug in and configure.
  • A second line from the same provider over the same duct, which fails with the first.
  • A backup that dies with the router in a power cut.
  • A backup nobody has tested since it was installed.

The word automatic is doing real work. A backup that needs a person to act will be actioned by whoever is on shift, which on a Saturday afternoon is the person least likely to know where the dongle is. The word tested is doing more. Routers get replaced, phone systems get reconfigured, card terminals get swapped by the acquirer, and each change can quietly break a failover that worked last year. A backup is not a thing you buy; it is a thing you keep checking.

Which providers build failover in?

Direct answer: two of the largest publish clear terms, and the terms differ in ways that matter. BT Business's Hybrid Backup connects to EE 4G within 90 seconds and is included with its Enhanced packages. Virgin Media Business's Constant Connect fails over to O2 4G, keeps your static IP and alerts the faults team, and is included with bundles or £7 a month otherwise.

Read the mobile network row against your own premises. A backup on a network with no signal in your back office is not a backup, and a backup on the same mobile network your card terminal uses does not help you if that mast goes down. Ofcom's coverage checker will tell you which networks reach the building; walking round it with a phone on each network tells you which reach the till.

What about power cuts?

Direct answer: a power cut takes out the router, and with it every failover that attaches to the router. BT's own guidance says plainly that without a back-up power system Hybrid Backup will not run. A small uninterruptible power supply for the router and the backup device is the cheapest part of the whole plan and the part most often missing.

Size it for the router, the backup device, the phone base station and the card terminal charger, not for the till or the lights, and check how long it runs them. An hour covers most local power blips. If your premises are somewhere that loses power for longer, or if the alarm signalling depends on it, size for that. What about VoIP phones and bookings when the line is down?

Direct answer: the phones will not work over the fixed line, but a hosted phone system can be told in advance what to do when the office drops off the network, and that setting is the difference between a caller hearing you are busy and a caller hearing nothing.

Most cloud phone platforms have a rule for exactly this: if the registered handsets are unreachable, divert to a named mobile, a group of mobiles, or a voicemail that promises a call back. Set it now, put the mobile in someone's pocket, and test it. BT says its Hybrid Backup keeps BT Cloud Voice and BT Cloud Phone working over 4G, so on a router with failover the desk phones may simply carry on. Bookings are easier: the booking platform is in the cloud and customers can still book, so the only thing you lose is the screen in the shop, and the app on a phone replaces it. Orders placed online while you were down will be waiting when you are back, which is fine as long as someone checks.

What about the card machine?

Direct answer: it depends entirely on how yours connects, and you should find out this week rather than on the day. Many modern terminals carry a mobile SIM as well as Wi-Fi and will keep taking payments over 4G. Some are Wi-Fi only. Some offer an offline mode, whose terms and risk sit with your acquirer.

A terminal with its own SIM is the single best piece of continuity kit a shop can own, because it does not care what the router is doing. If yours is Wi-Fi only, router failover keeps it working, and the monthly test below includes a card payment for that reason. If your terminal offers offline or store-and-forward transactions, read what your acquirer says about them before you rely on it: the transaction is authorised later, and the rules on limits and who carries the risk are the acquirer's, not ours. How do you test it?

Direct answer: monthly, at a quiet time, in twenty minutes, and after any change to the router, the phone system or the card terminal. Here is the test. Write the results down each time, because the log is what tells you something has changed.

The monthly failover test

1. Unplug the fixed line at the router. Not the power, the line. Start a timer.

2. Time the failover. Note how long until a laptop on the network can load a page. BT's target is 90 seconds. If it is minutes, or never, that is the finding.

3. Take a card payment. A real one, for a small amount, refunded afterwards. Note whether the terminal used the router or its own SIM.

4. Make and receive a call. Ring the business number from a mobile. Confirm it either rings a desk phone over the backup or diverts as configured.

5. Check anything that needs the static IP. View the cameras from a phone. Log in to anything allow-listed. If it fails, that is what carrier grade NAT looks like, and it needs a different solution.

6. Pull the power. Once a quarter, switch off the mains to the router and backup and confirm the UPS carries them. Note the runtime.

7. Plug the line back in. Confirm the router switches back to the fixed line by itself. Write down the date, the failover time and anything that did not work.

The first test almost always finds something. A terminal that was quietly moved to Wi-Fi only. A phone divert that points at a number someone left with. A backup device with a SIM that expired. That is the point. Finding it on a Tuesday at nine in the morning costs twenty minutes. Finding it on a Saturday at one costs the afternoon.

What should you do if the line is down right now?

Direct answer: report it before you do anything else, because every repair target and every compensation arrangement counts from the report, not from the failure. Then ask two questions, switch to the backup, and start a log.

Note the time you reported it and the reference. Ask what care level the line is on, and whether a paid expedite is available for this fault, because that offer exists only at the moment of logging. Switch to your failover and confirm the till and the phones, or if you have no failover, tether the terminal and the booking app to a phone and set the phone divert manually. Keep a written log of every contact and every hour of downtime. If the fault drags on or is handled badly, the log is what a complaint runs on, and if ten or fewer people work in the business, the complaint can go to the provider's ombudsman scheme after six weeks or a deadlock letter. Where does this leave you?

Direct answer: with a clear view of a gap most small businesses never see until they fall into it, and a plan that closes it for the price of a backup device and a small battery. The line will fail at some point. The only question you control is whether the business notices.

Start with what reaches the premises. A failover is only as good as the second path, and the second path depends on which networks, fixed and mobile, actually serve your address.

The thing I keep coming back to is the 24 hour lead time on a care level upgrade. It is a small rule, buried in reseller terms, and it says something true about the whole subject: you cannot buy resilience on the day you need it. The care level, the backup, the battery, the phone divert, the terminal with its own SIM, all of it has to exist before the fault, or it does not exist. Most small businesses I speak to have a plan for a burst pipe and none for a dead line, and the dead line is the likelier of the two. Twenty minutes a month. Unplug it, take a payment, make a call, plug it back in.

Virgin Media Business includes Constant Connect with Voom Fibre broadband and phone bundles, and charges £7 a month excluding VAT for broadband-only customers, with a minimum £50 set-up. Other providers market backup products; check on the provider's own page whether it is automatic, whether it keeps your static IP, and whether it needs mains power.

Will my failover work in a power cut?

BT says its Hybrid Backup keeps BT Cloud Voice working over 4G. Set the divert up now and test it, because a phone system that rings out unanswered is worse than one that says you are busy.

How often should I test my failover?

Monthly, at a quiet time, and after any change to your router, phone system or card terminal. The test is simple: unplug the fixed line at the router, time how long the backup takes to connect, take a test card payment, make and receive a phone call, and confirm any static IP dependent service still works. Then plug the line back in and confirm it switches back. Write the results down.

What should I do the moment my business line goes down?

Report it immediately, because every repair target and every compensation arrangement counts from the report, not from the failure. Note the time and the reference. Ask what care level the line is on and whether a paid expedite is available. Switch to your failover and confirm the till and phones are working. If the fault lasts, keep a log of contact and downtime, because that is what a complaint or an ombudsman claim runs on.

Do small businesses get access to the ombudsman?

Yes, if ten or fewer people work in the business. The Communications Act 2003 defines a small business customer as one for which no more than ten individuals work, and Ofcom's rules give those customers the right to take an unresolved complaint to the provider's alternative dispute resolution scheme, free of charge, once six weeks have passed without resolution or the provider has issued a deadlock letter.
