What Is the Average UK Broadband Speed in 2026? The Three Numbers That Matter
If you are here to find out whether your broadband is below average, here is the honest version: there is no single average UK broadband speed, there are three, and they measure different things. This guide gives you all three with their sources and dates, adds the nations league table hiding in Ofcom's report, shows what wires the country's 29.4 million lines actually run on, and explains why a major provider's own article currently misquotes the headline figure. Then it gets useful: on Ofcom's own data, most homes sitting "below average" are there by tariff choice, which is the most fixable problem in broadband.
The short version
- Ofcom stopped measuring actual average speeds in 2023. Its current 285 Mbit/s figure is the average of provider-reported maximum speeds, a capability number, not an experience number.
- Real-world medians are far lower. Ookla's November 2025 UK median was 147.35 Mbps as reported by ISPreview; Ofcom's last measured median, March 2023, was 69.4 Mbit/s.
- Northern Ireland leads the nations at 325 Mbit/s average maximum, with Wales lowest at 243, and 95% full fibre availability doing most of the explaining.
- Below average is usually a choice. 55% of full-fibre customers sit on packages of 300 Mbit/s or less, and only 21% take the top tiers, while 82% of homes can now buy full fibre.
- Benchmark against your package and your postcode, not the headlines. Those are the two comparisons you can act on, and the 30-day exit rule backs you up.
What is the average UK broadband speed?
Direct answer: 285 Mbit/s if you mean Ofcom's average of maximum speeds, around 147 Mbps if you mean the median of real speed tests, and 69.4 Mbit/s the last time anyone officially measured a national median, in March 2023.
Each number is honest on its own terms. Two are medians of what connections actually delivered, one is a mean of what lines could deliver, and a small minority of gigabit lines pulls any mean far above the typical home. Here they are with their labels attached.
Three "average UK speeds", three different measures
Download speeds. Each bar is a different metric and date; they are not comparable with each other, which is the point.

Ofcom's own definition of its current metric: "the average (i.e. mean) of the maximum download speeds delivered to the residential consumer's premises (e.g. the router) as reported by the providers' systems." It is what your line could do, not what it did.
The 285. Connected Nations 2025, published 19 November 2025 with data as of July 2025, reports "the average UK maximum download speed has increased by almost 30% in the last year, to 285 Mbit/s", up "from 223 Mbit/s in 2024". Note the word maximum: this is the mean of the top speeds provider systems report delivering to the router. The 223, for the record, comes from Connected Nations 2024, published 5 December 2024 with fixed-coverage data as of July 2024.
The 147. Ookla's Speedtest platform gathers millions of real user tests. ISPreview's end-of-year comparison, published 27 December 2025, reported the UK's median fixed download at 147.35 Mbps for November 2025, up from 117.49 a year earlier. Medians of self-selected tests have their own biases, but they measure something the 285 does not: what connections actually delivered.
The 69.4. The final edition of Ofcom's Home Broadband Performance research, published 14 September 2023, found "The median average 24-hour actual download speed recorded across UK residential fixed broadband connections was 69.4 Mbit/s in March 2023". It is old, and it remains the most recent officially measured national median in existence, because Ofcom then closed the programme.
The nations league table nobody publishes
Direct answer: Northern Ireland 325, England 288, Scotland 273, Wales 243, on Ofcom's average-maximum metric, and Northern Ireland's runaway lead tracks the best full fibre availability in the UK.
Buried in Connected Nations 2025's tables is a breakdown almost no consumer coverage carries: the same headline metric, nation by nation. We reproduce it with its label intact.

Two footnotes so the table cannot mislead. These are averages of maximum available speeds, the capability metric, so Northern Ireland's lead reflects its remarkable 95% full fibre coverage rather than faster households as such. And the availability column is July 2025 data from the annual report; Ofcom's Spring 2026 update, published 13 May 2026, has UK full fibre at 82% as of January 2026, so every nation has moved on since. Ofcom's report set contains no English regional speed table, so nation level is as fine as the official data goes; our report The 82% Country works through the coverage geography properly.
Why did Ofcom stop measuring? And why do averages disagree so much?
Direct answer: Ofcom concluded speed was no longer the limiting factor for most users, and the disagreement between averages is mostly mean versus median, and measured versus maximum.
Ofcom's cessation notice, published 10 August 2023, is matter of fact: "Ofcom's UK Home Broadband Performance research project will be concluded after the report covering March 2023 measurements", because "As consumers have migrated to superfast and ultrafast services, connection speed is no longer a limiting factor for most users", with Connected Nations continuing to report "the broadband speeds and services available across the UK". Available is the operative word: the official series switched from experience to capability, and almost nobody writing about UK averages noticed.
The mean-versus-median gap does the rest. Ofcom's final measured report states it plainly: "The median average actual download speed (69.4 Mbit/s) is less than half the mean average speed (139.1 Mbit/s)". A minority of gigabit lines pulls the mean far above the typical home. When a page quotes "the average UK speed" without saying mean or median, measured or maximum, it can be out by a factor of four while quoting a real number.
One live example, offered without malice because pages age: Virgin Media's own advice article currently states the UK's average broadband speed in 2025 was 223 Mbps, attributed to the November 2025 Connected Nations report. The 223 figure is from Connected Nations 2024; the November 2025 report says 285; and both are averages of maximum speeds, a qualifier the article drops. When sources disagree, go to the document: we quote Ofcom's own sentences throughout.
What wires are those averages running on?
Direct answer: 29.4 million fixed broadband lines, of which roughly 1.8 million still run on ADSL, and the mix explains the long tail under every average.
Ofcom's Telecommunications Market Data Update for Q1 2026, published 23 July 2026, counts "29.4 million fixed broadband lines at the end of Q1 2026, an increase of 282k (1.0%) year on year". Its latest published technology split, for 2024, puts ADSL at about 1.8 million lines, cable at 5.3 million and fibre-based lines at 22.1 million, with Ofcom's own caveat carried: "Other (inc FTTx) figures have been restated to reflect more accurate data, however, they are likely to be understated as Ofcom does not collect data from all UK altnet full-fibre providers." On our arithmetic from those figures, roughly one line in sixteen was still ADSL, at measured speeds Ofcom last clocked at a median of 11.7 Mbit/s.
That is the statistical anchor dragging on every national average, and it is also a to-do list: most of those ADSL lines sit at addresses that can already order something faster. The technology ladder from Ofcom's final measured data still tells the story: ADSL 11.7 Mbit/s, part-fibre FTTC 55.7, full fibre 149.2, cable 270.6, each from Ofcom's median-average series for March 2023, the last time anyone measured. Cable led not through capability but because its customers clustered on fast tiers, which brings us to the real engine of the averages: what people choose to buy.
Is your speed below average? Test it against the right yardstick
Direct answer: test wired, then compare against your package's advertised speed and guaranteed minimum first. The national numbers are context, not a contract.

Then compare against three things, in order.
Your package's advertised speed. Since 23 May 2018 the Advertising Standards Authority has required that numerical speed claims "should be based on the download speed available to at least 50% of customers at peak time (8pm-10pm) and described in ads as 'average'". So the number you bought is itself a peak-time median, and honest to compare against. It also means low tiers say so plainly: Sky's current entry deal, checked on its site this week, is Superfast 35 at "Average speeds: 35Mbps download, 9Mbps upload". A 33Mbps test on that package is the product working, not a fault.
Your guaranteed minimum, with its 30-day clock. Under Ofcom's speed codes of practice, "broadband shoppers are now given a minimum guaranteed speed before signing up to a new deal". The code itself is specific about what happens when reality falls short: providers "must allow customers to exit contracts without penalty, at any time during the contract" where speed falls below the guaranteed minimum and "the problem has not been resolved within a maximum period of 30 calendar days since the customer reported the speed problem". Without penalty means what it says, "ISPs must not levy any charges for leaving the service, including early termination fees", and the exit right extends to a landline on the same line and to pay TV bought at the same time. Note the code is voluntary, so it binds signatory providers; our guide to speeds lower than advertised walks through using it.
Your postcode. This is the comparison the averages hide. A 33 Mbit/s result can be perfectly healthy for that Superfast 35 package and still be a poor outcome if full fibre at ten times the speed arrived on your street last spring for a similar price. The market at your address is the average that matters.

The uncomfortable, liberating truth: below average is usually a choice
Direct answer: on Ofcom's own data, the national average is set less by networks now and more by the packages people pick, and most people pick modest ones.
Connected Nations 2025 publishes the full distribution for full-fibre customers in Table 2.10, and it is worth seeing whole: 17% subscribe to packages under 100 Mbit/s, 38% to packages of 100 up to 300, 24% to packages of 300 up to 900, and 21% to packages of 900 Mbit/s and above. Add the first two and "55% of customers are subscribed to broadband packages with advertised download speeds of 300 Mbit/s or less". Meanwhile the Spring 2026 update puts full fibre at "24.9 million UK residential premises (82% of the UK's 30.5 million homes)" and take-up at "47% of all premises with access to full fibre".
Put those together. Four in five homes can buy full fibre. Fewer than half of the premises that can have done so. Of those who have, most chose mid tiers. Ofcom itself framed the remaining task in March 2026 as "the next frontier for fibre is customers taking it up, with more than half of those eligible for an upgrade yet to make the change". And demand for the faster tiers is not hypothetical: Openreach said this week that full fibre usage across its network jumped 37% in the first half of 2026, as reported by ISPreview, which noted the figure arrives without much supporting context.
That is not a story about a slow country. It is a story about millions of households whose speed is a decision they have not revisited lately, sometimes for a good reason, price, sufficiency, inertia, and sometimes because nobody told them the price of 150 Mbit/s at their postcode now rivals what they pay for 67. Because take-up percentages are this page's stock in trade, here is the decoder for the three in circulation, each true on its own base: 56% is the share of premises with access to a gigabit-capable network that had adopted a service on it at July 2025 (Connected Nations 2025: "Over half (56%) of premises that have access to a gigabit-capable network have adopted this service"). 47% is full-fibre take-up among premises with full-fibre access, January 2026. 42% was the same full-fibre measure at July 2025. None of them is a share of all UK homes; mixing them up is how coverage articles go wrong.
Fastest providers, urban and rural, and the legal floor
Direct answer: Virgin Media and BT top the measured medians among big providers, rural full-fibre take-up now beats urban, and a 10 Mbit/s legal minimum backstops everyone.
Provider by provider, the newest measured comparison is Ookla's H1 2026 Speedtest study, as reported by ISPreview on 4 August 2026 from 7.34 million users and 31.61 million test samples: Virgin Media delivered the fastest median download at 272.56 Mbps, BT recorded 258.04 Mbps and the fastest median upload at 70.02 Mbps. Medians of self-selected tests, as ever, and a useful sanity check that the big networks now deliver a quarter of a gigabit to the typical tester.
Geographically, Ofcom's final measured data recorded "a 14.3 Mbit/s (26%) difference between the median average peak-time download speeds in urban (70.3 Mbit/s) and rural (56.0 Mbit/s) areas". The build programmes have been closing that gap since, and rural households are voting with their orders: Connected Nations 2025 notes that "Of premises with full-fibre access, 56% of premises in rural areas have taken a full-fibre service, compared to 40% in urban areas." Where fibre reaches the countryside, it gets bought. For reference, the independent thinkbroadband model, which counts all premises and runs ahead of Ofcom's residential series, put UK full fibre at 85.32% in its 7 August 2026 update; different base, same direction of travel.
At the very bottom, the backstop: every home has "the legal right to request a decent, affordable broadband connection", defined as at least 10 Mbit/s down and 1 Mbit/s up, with build costs covered up to £3,400. By January 2026 "The number of premises unable to access decent broadband from a fixed line or fixed wireless access network has dropped to 39,000". And the evening peak fear is largely over: across all connections Ofcom found "the average 8-10pm peak-time download speed (67.7 Mbit/s) was 95% of the 71.0 Mbit/s average maximum speed", with full fibre holding 97.6% to 99.3% of its maximum at peak. The question readers actually send us is never really "what is the average speed?". It is "am I falling behind?", usually asked after an evening of buffering or a neighbour's casual remark about their new fibre. The averages cannot answer that, and I have come to think the national numbers are mostly useful for one thing: noticing that the country's speed is now set by what people order, not what the network can do. Northern Ireland tops the league because it built; the rest of us trail mostly because we have not clicked. Which means the league table you can actually climb is the one at your own postcode. Check the wire, check the package, check the market. In that order, and the whole audit takes less time than the buffering did.

Is 100 Mbps good in 2026?
For most households, yes. It sits above the last measured median and below Ookla's reported median of around 147 Mbps from real user tests. Among full fibre customers, Ofcom's data shows 17% subscribe to packages below 100 Mbit/s and 38% to packages between 100 and 300, so a 100Mbps line sits squarely in the mainstream. Whether it is good value is a different question: full fibre pricing at 150 and 300 Mbit/s is often close, so check what your postcode offers before renewing.
Why is my broadband speed below average?
Usually one of three reasons, in this order: the package you chose has a lower advertised speed than the averages you are comparing against; your line technology has a ceiling, part-fibre FTTC lines averaged 55.7 Mbit/s in Ofcom's last measurements while cable averaged 270.6; or something in the home, most often Wi-Fi rather than the line, is losing the speed you are paying for. Test wired, compare against your package's advertised speed first, then against the market.
How do I check my broadband speed properly?
Run the test from a device connected by Ethernet cable if you can, or standing next to the router, with other heavy usage paused. Run it more than once, including in the 8pm to 10pm peak. Compare the result against the advertised average speed of your package and the guaranteed minimum in your contract, not against national headline numbers, which measure different things.
Can I leave my contract if my speed is below the guaranteed minimum?
Under Ofcom's speed codes of practice, signatory providers must give you a guaranteed minimum speed at the point of sale, and if your speed falls below it the provider has a maximum period of 30 calendar days from your report to fix it, after which you can exit without penalty. The code states that without penalty means no charges for leaving, including early termination fees, and the exit right extends to a phone service from the same provider over the same line and to pay TV bought at the same time.

Among big providers, Ookla's H1 2026 Speedtest data as reported by ISPreview put Virgin Media's median download fastest at 272.56 Mbps, with BT at 258.04 Mbps and fastest for uploads at 70.02 Mbps.
Do rural areas have slower broadband than cities?
The gap is real but narrowing, and it flips in one respect. Ofcom's last measured data put the urban peak-time median at 70.3 Mbit/s and rural at 56.0. But where full fibre has been built, rural take-up is higher: 56% of rural premises with access have taken a full fibre service against 40% in urban areas, per Connected Nations 2025.
What is the minimum broadband speed I am entitled to?
Under the broadband Universal Service Obligation, every home has the legal right to request a decent connection, defined as at least 10 Mbit/s download and 1 Mbit/s upload, where one is not available. If the connection costs £3,400 or less to build, you will not pay for the work. By January 2026 only 39,000 premises could not get decent broadband from a fixed line or fixed wireless network, per Ofcom.
