It hit its main target a year early, and building continues. The Shared Rural Network was set 95% aggregate 4G landmass coverage by the end of 2025 and reached it in 2025, a year ahead of schedule. By 14 August 2026 more than 150 rural 4G mast upgrades were live, and the government says up to 44 new publicly funded masts are still to be built across Scotland, the first already live in the Western Isles.

The thing to understand about the numbers. Every headline figure measures landmass, and most UK landmass has nobody living on it. The figure closer to your situation is much better: Ofcom finds all operators maintain 4G coverage of at least 99% outside UK premises. So if your signal is poor at home, the usual culprit is not which network you chose. It is the walls. There are three fixes for that, and they are further down this page.

If you live somewhere fibre has not reached, mobile is often the answer, and the honest question is whether it will work at your address rather than across the country. This guide covers what the Shared Rural Network actually delivered, what the headline percentages really measure, what is still being built and where, how to check your own address without relying on a provider's marketing map, and the three fixes for a signal that is fine outside and useless indoors. What the Shared Rural Network is, and what it delivered

Direct answer: a government and industry partnership to fill rural 4G gaps, which hit its aggregate target a year early and runs to January 2027.

The government describes it as "a partnership between the UK government and mobile network operators" that "aims to improve mobile coverage in rural areas across the UK". Operators upgrade and share their own sites, and public money pays for masts where none of them would build commercially.

One detail worth catching, because it changes the shopping advice. The government's August 2026 notes name the operators as "EE, Virgin Media O2, and VodafoneThree". Vodafone and Three completed their merger in May 2025. Ofcom's coverage statistics still report four separate networks, and its 84% "all operators" figure is calculated across those four, but in the market they are now three.

On the delivery: the programme was set 95% aggregate 4G landmass coverage by the end of 2025, and reached it a year early, announced in 2025. By 14 August 2026 more than 150 rural 4G mast upgrades were live.

Within the UK's national parks specifically, the government's August 2026 analysis records 42 Shared Rural Network sites activated: 25 in England, including seven in the Lake District and six in the Yorkshire Dales, 16 in Wales, twelve of them in Eryri, and one in Scotland, at Loch Lomond and The Trossachs. That is a national parks count over the life of the programme, not the latest tranche, and Scotland's single site reflects how national parks are designated there rather than the Scottish build as a whole.

The fuller picture, because a target hit early is not the whole story

The National Audit Office reported on 22 February 2024 that "the programme was behind schedule, with only EE announcing that it had met its interim coverage target", that "Estimated costs have risen significantly on the programme, due to high inflation and other factors", and that the business case "included limited evidence of the specific benefits of extending mobile coverage into remote or sparsely populated areas". The hardest element, the total notspots, was subsequently rescoped. Hitting an aggregate deadline early and scaling back the most difficult part are both true at once.

What the numbers measure, and which one applies to you

Direct answer: almost every figure you will read measures ground rather than homes, and all of them are predictions.

The correction most coverage of this subject needs. It is tempting to read the twelve points between 96% and 84% as meaning that a rural household's choice of network decides whether they get a signal at all. At premises level that is not what the data shows, because outdoor coverage at premises is 99% or better from every operator. Network choice genuinely matters at the margins, a farm at the end of a glen, a cottage behind a ridge, and for the ground you travel between them. It is worth ten minutes on Ofcom's checker. It is not usually the reason your phone struggles in the kitchen.

And the caveat that applies to every row but the last: Ofcom states that these are "signal strength predictions provided by the four mobile network operators". Modelled by the companies selling the service, using a shared methodology. Honest work, and still predictions.

If the signal is fine outside and useless indoors

Direct answer: three fixes, cheapest first, and the first one costs nothing.

This is the most common rural complaint and the one the coverage statistics are worst at answering. Ofcom publishes all three remedies and hardly anyone reads that page.

1. Wi-Fi calling. Free, and a setting rather than a purchase.

Ofcom: "Some mobile providers offer wifi calling. This allows you to connect to your broadband service to make calls, as well as making them over the mobile network." If you have any fixed connection at all, turn this on before concluding your network does not work at your address. It needs broadband, which is circular if mobile broadband is what you are shopping for, but for everyone else it is the first thing to try.

2. A femtocell, from your provider.

Ofcom describes it as "a small piece of kit that connects to your mobile provider's network via your broadband connection". Ask your provider rather than buying one third hand. Some charge, some do not, and it is worth asking before you switch network, because a cheap box may solve the problem the coverage map created.

3. A repeater, and here is the bit nobody mentions.

Ofcom: "A repeater amplifies the signal from outside a building and use it to improve the indoor signal", and "Ofcom has introduced rules that allow people to install and use certain types of repeater themselves." Those permitted classes are static indoor repeaters, single operator or multi operator, meeting Ofcom's technical requirements, exempted by the Wireless Telegraphy (Mobile Repeater) (Exemption) Regulations 2022, in force from 16 June 2022. Anything outside those classes is illegal to use because of the interference risk, and plenty of what is sold online falls outside them. Ofcom publishes a list of devices tested against its voluntary standard but says it does not endorse or approve particular products, so check a model before you buy it.

How to check your own address, in three steps

1. Start with Ofcom, not with a provider.

Map Your Mobile compares every network at your postcode in one view, and it is better than an operator map for a specific reason: it combines "crowdsourced data from Opensignal that is based on people's real experiences, as well as predictive data from the UK's mobile operators". Its limits are worth knowing too. It resolves to 50 metre squares and reports real-world performance at postal district level, so it narrows the field rather than answering for your address.

2. Then check the shortlist on their own checkers.

Operator checkers are more detailed for their own network and often separate indoor from outdoor predictions. Use them second, on one or two networks, rather than first. Remember that Vodafone and Three are merging, so their results should converge over time.

3. Then test with an actual phone, in the actual room.

Borrow a handset on that network if you need to. Stand where the router would go, not by a window, and run a speed test. This is the only step that is not a prediction. If it fails but the signal outside is fine, go back to the three indoor fixes above rather than writing the address off.

What is still being built, and where

Direct answer: building continues to January 2027, and most of the remaining new build is going to Scotland.

The government's August 2026 update sets out what is left: "Up to 40 government funded mast upgrades going live across Britain" and "Up to 44 new publicly funded masts built across Scotland with the first already live in the Western Isles."

That is worth reading carefully if you are in a Scottish notspot, because older guidance points the other way. The total notspots guidance, last updated in June 2025, says that "While fewer new masts are planned across rural Scotland, those that are built will provide new mobile coverage" in prioritised locations including Glen Coe, the Loch Lomond and The Trossachs National Park, Wester Ross, and islands including Mull, South Uist and Skye, plus sections of the West Highland Way.

Both are true. The Scottish programme is smaller than originally planned, and Scotland is where nearly all the remaining publicly funded new build is going. The honest advice is not to give up, but not to bank on it either: "up to" is doing real work in both figures, and no address-level list has been published.

One caveat for Northern Ireland

The earlier partial notspot work was UK wide. The remaining phase does not appear to be. The government describes the current focus as addressing hard-to-reach areas "of Great Britain" that are total notspots, and its August 2026 rollout note covers Britain and Scotland only. Operators' coverage obligations still apply in Northern Ireland, so this is about publicly funded new build rather than about the rules, but if you are in a Northern Irish notspot there is no further build currently announced for you.

What the operators are actually obliged to deliver

Direct answer: 88% of UK landmass each by June 2024, rising by January 2027, with different thresholds in each nation.

Each operator was required to provide "good quality coverage to an area covering at least 88% of the geographic landmass of the UK" by 30 June 2024. For January 2027 the obligation rises, and there is a wrinkle worth flagging.

Ofcom's own documents give two different figures. Its consumer-facing page describes the commitment as extending coverage "by 31 January 2027 to 89.2% of the UK's landmass". Its coverage obligations document describes it as requiring "each of the MNOs to reach 90% landmass coverage across the UK (with MNO-specific coverage thresholds in each of the UK nations)". We have not been able to reconcile the two, so both are quoted here rather than one being picked.

What matters more for a household is the last part of that second quote. Underneath the UK figure sit different thresholds for each operator in each nation, and the spread is wide. Ofcom's published figures for EE, for example, require 94% in England, 89% in Northern Ireland, 88% in Wales and 81% in Scotland by 31 January 2027.

Two honest notes on that. First, those are EE's numbers only; the other operators have their own, and some are lower. We have not been able to retrieve the complete four operator table and are not going to publish figures we have not read at source, so treat EE's as an illustration of the spread rather than as the rule. Second, the Northern Ireland figure is the interesting one: EE's obligation there was already 89% in June 2024 and remains 89% for January 2027, the only nation where it does not rise at all.

What this means if you are looking at 4G or 5G home broadband

Direct answer: good outdoor coverage makes it worth trying, and only a physical test makes it worth buying.

A phone moves around and finds signal. A home broadband router sits in one place, often indoors, often in the least convenient corner of the house. So a strong coverage prediction is encouragement rather than proof, and the trial window is the part of the contract that matters most.

On 5G, Ofcom does not publish a rural-only figure, so the national numbers are direction of travel rather than an answer about your village. UK wide, 5G coverage outside premises from all operators together rose from 47% to 64% in the six months to January 2026, with individual operators between 76% and 94%. Rural coverage sits well below those averages. For most rural households the practical question is still whether the 4G is solid, because a reliable 4G connection beats an intermittent 5G one every time.

There is no national answer, and anyone offering one is guessing. Ofcom's Map Your Mobile tool compares operators at your postcode using both operator predictions and crowdsourced data from real users, which makes it the sensible first stop rather than any single provider's own map. One thing to factor in: Vodafone and Three completed their merger in May 2025 and now trade as VodafoneThree, so treat their coverage as converging rather than as two independent choices.

Are the coverage maps accurate?

My signal is fine outside but useless indoors, what can I do?

Three options, cheapest first. Wi-Fi calling routes calls and texts over your broadband instead of the mast, it is a handset setting rather than a purchase, and Ofcom notes that some mobile providers offer it. A femtocell is, in Ofcom's words, a small piece of kit that connects to your mobile provider's network via your broadband connection, and you ask your provider for one. Is rural Scotland getting more masts or fewer?

Both statements are true and the newer one is more encouraging.
