Telecoms loves its alphabet. Nobody should have to keep up.

We have rebuilt our glossary as the Telecoms Acronym Decoder: 645 UK broadband and telecoms terms, each with a plain definition, a worked example, the most common misunderstanding, a named primary source and the date it was last reviewed. It is free, it needs no registration, and it is published in a machine-readable form that anyone may reuse with attribution.

This article explains what is in it, why we think jargon has a measurable cost for UK households, and what the decoder offers consumers, journalists, advice services and the industry itself.

The short version

Direct answer: jargon is not a neutral inconvenience. It sits between people and money they could be saving, and between vulnerable households and a deadline that affects their safety. We have tried to remove that barrier for 645 terms at once.

Every industry builds a private language, and telecoms has built a bigger one than most. Some of it is genuinely technical. A great deal of it is not. It is shorthand that escaped from an engineering meeting and ended up on a household bill.

The consequences are specific. A customer who does not know what out of contract means will not realise they are paying a loyalty premium. A family who has never heard of a stop sell will not understand why their exchange is retiring copper next year. Someone whose relative depends on a telecare pendant may never connect that fact to the phrase digital voice migration until the pendant stops working.

What we have published

  • 645 terms across 13 categories, from FTTP and One Touch Switch to CGNAT, wayleaves and the loyalty penalty.
  • Every entry names its source and review date, so any claim can be checked rather than taken on trust.
  • Terms carry their deadlines. The decoder knows the analogue phone network retires on 31 January 2027, and says so on every entry affected.
  • 27 historic providers are covered, so you can find out what happened to Tiscali, Freeserve or Be Broadband and where those customers are now.
  • 309 further entries are held back because we could not verify them to our own standard. We would rather be short than wrong.

What is actually in it

Direct answer: 645 published entries, weighted deliberately toward the parts of the subject that cost households money or catch them out.

Each entry gives the term, its expansion where it has one, a one-sentence definition, a fuller explanation, a section on why it matters to you, a worked example, and the single most common misunderstanding. That last field is the one we argued about most, and it has turned out to be the most useful.

The weighting is deliberate. Home network and kit is the second largest category because most complaints about slow broadband turn out to be about Wi-Fi, routers or one ageing device, not about the line at all.

Why we built it: jargon has a price

Direct answer: because language that excludes people is not a neutral inconvenience. It has a cost, and households pay it.

Three years of research reports have kept returning us to the same problem. In The Loyalty Penalty we found that the strongest single predictor of overpaying is being out of contract, and that a large share of households cannot say whether they are. In The Last Dial Tone we found that the households most at risk from the analogue switch-off are those least likely to have been told about it in language they would recognise.

In both cases the barrier was partly vocabulary. Not the only barrier, and we would not claim otherwise. But a real one, and an unusually fixable one.

Nearly six entries in ten are written for a household rather than a professional. That was the design brief, and it is the number we will keep an eye on as the decoder grows.

Three things it does that other glossaries do not

One: it knows about time

Direct answer: terms tied to a deadline carry that deadline, on the entry itself.

Most glossaries describe the world as a permanent present tense. Telecoms is not in a permanent present tense. Large parts of it are being switched off on dates that are already fixed, and a household that does not know those dates cannot prepare for them.

PSTN and the analogue line

The analogue telephone network retires. Every landline, and every alarm, lift and telecare pendant quietly using a phone line, has to move first.

Older digital business lines cease outright, with no transitional product. Any business phone system still on ISDN needs replacing, not migrating.

The stopgap product for premises that cannot yet migrate finally ends. It is why a handful of lines will still look analogue well after 2027.

Two: it remembers providers that no longer exist

Direct answer: 27 historic UK providers are covered, and each traces where its customers actually ended up.

This is the part we expected nobody to care about and that has turned out to matter most to readers. People remember the provider they were with in 2003. They do not know what happened to it, and when a brand vanishes through four acquisitions the trail is genuinely hard to follow.

Why it matters commercially as well as historically: customers who arrived at a provider through an acquisition never chose it, and are among the most likely to be sitting on a legacy tariff nobody has reviewed in years.

Three: every entry shows its working

Direct answer: each entry names the primary source it was checked against and the date it was reviewed, and where we could not verify something we left it out.

This is the part we would most like other publishers to copy. A definition with no source is an assertion. A definition with a named source and a date is a claim you can check, argue with, or correct us on.

It also has an uncomfortable consequence, which we are publishing rather than hiding.

Most of the withheld entries are providers whose trading status shifts with consolidation, and regulatory entries citing specific statutory provisions. They are written and waiting. They are not published, because we have not yet checked them against a primary source, and our own rule says that means they do not go out.

We could have published all 954 and nobody would have known. The reason we did not is that the entire value of a reference work is that a reader can trust the bits they cannot check themselves. Publish one guess and you have to be re-checked on everything.

What it is worth to a UK household

Direct answer: five specific things, each of which we have watched cost people money or cause avoidable worry.

Five things the decoder answers that cost real money

“Am I overpaying?”

Out of contract, end-of-contract notification, annual best tariff notification and the loyalty penalty. Four terms that together explain the largest avoidable cost on most household broadband bills.

“Why is my Wi-Fi slow?”

Bits and bytes alone resolves a large share of complaints that are not faults at all. Then band steering, channel congestion, bufferbloat and the one ageing device slowing the whole house.

“Why has my parental filter stopped working?”

DNS over HTTPS, enabled by default in browsers, silently bypasses router-level filtering. It is the single most common reason home content filtering fails, and almost nobody explains it to parents.

“Will Mum’s pendant still work?”

Telecare, alarm receiving centre, battery backup, digital voice and the 31 January 2027 date, connected to each other rather than scattered across five different leaflets.

“Why won’t my camera connect from outside?”

CGNAT, where several households share one public address. Port forwarding does nothing, remote access fails, and providers can frequently move you off it if you know to ask.

And one that saves nothing at all

“What happened to Tiscali?” Pure curiosity, no commercial value, and one of the most-read things we have written. Some of this is just worth knowing.

What it offers everyone else

Direct answer: a shared, citable vocabulary with provenance attached, published in a form machines can read.

We did not build this only for households, though they came first. Four other groups were in mind throughout.

Journalists and broadcasters

Every entry is deep-linkable, so a piece about the switch-off can link straight to the PSTN entry rather than explaining it again. Each carries a named source and a review date, which is what makes a reference safe to cite. There is a copy-ready citation on the page.

Advice services and frontline staff

Citizens Advice caseworkers, housing officers, library staff and council digital inclusion teams all deal with people holding a bill they do not understand. The decoder is free, needs no login, works on a phone, and every entry answers “why does this matter to me” rather than only “what does this stand for”.

Researchers and developers

The full dataset is published at broadbandswitch.uk/glossary.json, free to reuse with attribution. Every term carries its category, lifecycle status, audience, source and review date as structured fields. If you are building anything that needs a UK telecoms vocabulary, take it.

The industry itself

Operators, altnets and resellers spend a surprising amount of time arguing about what words mean. Premises passed and homes connected are not the same measure. Neither are coverage and availability. Neither are fibre and full fibre. A neutral, sourced, publicly visible definition that anyone can point at has value precisely because it belongs to nobody.

Adrian’s note, as the person who reviewed it

I have spent twenty years explaining these terms to customers one at a time, and the field I kept pushing for was the common misunderstanding. Not what a word means, but what people reliably think it means and get wrong. FTTC being sold as fibre. Unlimited that is not unlimited. A speed test over Wi-Fi treated as evidence about a line. If you only read one field on any entry, read that one. It is where the actual confusion lives.

What happens next

Direct answer: this is a first release, not a finished object. There is a public queue and a public corrections log.

  • The 309 held entries get verified and released as each is checked against a primary source. Providers need Companies House and trading-status checks; regulatory entries need the statutory provisions read directly.
  • Terms tied to live deadlines are reviewed more often than settled ones. Anything carrying a 2027 date will be checked repeatedly between now and then.
  • Reader submissions go into the same queue as our own work, and accepted changes are published in the corrections log with credit if the person wants it.
  • The dataset feeds our reports. The decoder page in each future research report is generated from the same source, so a definition corrected here is corrected everywhere.

One thing we would genuinely like. If you work in UK telecoms and we have defined something in a way that would make a colleague wince, tell us. Industry corrections are more valuable to us than compliments, and we publish them either way.

What this means for your household

  1. If a word on your bill is doing work you do not understand, look it up before you renew. Out of contract is the one to start with, and it is the one most people cannot define.
  2. If anyone in your household relies on a pendant alarm or a monitored alarm, read the telecare entry now. 31 January 2027 is a fixed date and the people most affected are the least likely to be told.
  3. If your parental controls seem to have stopped working, they probably have. Read the DNS over HTTPS entry. It takes two minutes and explains a gap most parents do not know exists.

Trade press is used to corroborate dates and transactions, never as sole authority for a technical or regulatory claim. Where a claim cannot be verified it is withheld rather than estimated. At publication, 309 further entries are held back for exactly that reason.

What happened to my old broadband provider?

The decoder covers 27 historic UK providers and traces where their customers ended up. Freeserve became Wanadoo in 2004, then Orange, then EE. AOL's UK access business was bought by Carphone Warehouse in 2006 and the base eventually became TalkTalk, as did Tiscali, Pipex and Nildram. NTL and Telewest merged in 2006 and rebranded as Virgin Media in 2007. Be Broadband and O2's broadband customers went to Sky in 2013.

Can I suggest a missing term or report an error?

Yes, and we would welcome it. Every entry carries a link to report a problem, and there is a suggestion route on the page. Accepted changes are published in our public corrections log, with credit to the person who raised it if they want it.

Who is the decoder written for?

Households first. Roughly 59% of entries are written for a general consumer audience, with the rest covering technical, industry, investor and regulatory vocabulary. It is also built to be useful to journalists, advice services, researchers and anyone working in UK telecoms who needs a shared definition to point at.
